Ms. Parker holds a BS in Counselor Education and an MS in Individual and Family Development from South Carolina State University. She continued her education ventures by obtaining certifications in a number of areas including management, diversity, facilitation, parenting, Myers-Briggs Type Indicator, DACUM Occupational Analysis, and grant writing. She is also a Certified Family Life Educator and Certified Human Development Consultant.

Her extensive and progressive tenure in state government has afforded her the opportunity to participate in and lead many state and regional projects. She has successfully managed a statewide training division with a budget of over $10 million, and co-wrote and directed large federal grants totaling over $25 million. Her extensive experience has afforded her the opportunity to provide technical assistance to federal grantees around the nation.
